nirs4all.api.retrain_capabilities module

API-004 capability decisions for public retraining.

The executable native subset is deliberately narrow: a concrete DAG-ML .n4a bundle carrying train_pipeline.json can replay that training spec through the real run(engine="dag-ml") adapter. Captured host winners also support full retrain and transfer with frozen preprocessing through DAG tasks. The explicitly selected historical transfer plugin remains available unchanged. Core Archive V2 is prediction-only. The native Methods V3 full-refit lane accepts an in-memory native V2 result with signed training contracts; it does not re-run CV or selection. The native HPO controller does not implement continuation of an existing artifact.
